Public Hearings



 1. A Resolution Authorizing the Issuance of a General Obligation School Bond, Series 2021, of the County of Fauquier, Virginia, in a Principal Amount Not to Exceed $19,000,000 to be Sold to the Virginia Public School Authority and Providing for the Form and Details Thereof - The public hearing is to discuss the proposed issuance of General Obligation Bonds through the Virginia Public School Authority (VPSA) for the purpose of financing construction of costs to renovate and expand the Cedar Lee Middle School and, secondarily, to the extent of any excess proceeds, to finance additional capital projects for public school purposes. The resolution authorizing the issuance of  general obligation school bond, Series 2021 of the County of Fauquier, Virginia, in a Principal Amount not to exceed $19,000,000 to be sold  to the Virginia Public School Authority is attached along with the following: 

  • The form of the Bond Sale Agreement
  • Proceeds Agreement with the VPSA
  • Schedule of Fees for Registrar and Paying Agent  from USBank

 2. An Ordinance to Amend Chapter 13, Article III, Section 13-43 of the Fauquier County Code (Parking) - Section 13-43 requires the Treasurer to mail unpaid parking citations in an envelope with the statement "Delinquent Parking Fine Notice" printed or stamped on the front in font that is at least one-half inch in height. The Treasurer requests that the Board amend Section 13-43 to reduce the font size and eliminate the word "delinquent" so that the statement will fit on a standard sized envelope.  (Christopher T.  3. An Ordinance Establishing Early Voting Locations In Fauquier County For The November 2021 General Election - The County is required to establish early voting locations by ordinance prior to September 3, 2021 for the November 2, 2021 general election. The Registrar proposes the use of the Vint Hill Village Green Community Center located at 4235 Aiken Drive, Warrenton, VA and the Bealeton Library Branch located at 10877 Willow Drive North, Bealeton, VA. Early voting is anticipated to occur during the two weeks prior to the November 2nd election, approximately 10/18 through 10/30/21. (Christopher N.  4. A Zoning Ordinance Text Amendment to Articles 3 and 5 to Update Regulations for Dealers of Companion Animals - The text amendment would revise the Zoning Ordinance to prohibit the sale of dogs and cats in a commercial setting. The Board of Supervisors initiated the text amendment on June 10, 2021.  On July 15, 2021, the Planning Commission recommended approval of the text amendment by a vote of 4 to 1.  5. A Resolution to Approve Special Exception SPEX-21-015267 - Callaway Classics Signage - An Application for a Special Exception to Increase the Allowed Signage (PIN 6969-69-6006-000, Marshall District) - The Applicant is requesting Special Exception approval to allow for additional building mounted signage beyond what the County's Zoning Ordinance permits by-right. The Zoning Ordinance allows for a maximum of 60 square feet of building mounted signage for this property. It also permits the Board of Supervisors to approve a Special Exception which grants an increase in total sign area of up to 100 percent, for a maximum of 120 square feet. The Applicant is requesting a total of 118 square feet of building mounted signage on the property, which includes three existing signs that were recently refaced and one new 30 square foot logo sign. The property is located at 8323 West Main Street, Marshall. On July 15, 2021, the Planning Commission voted unanimously to recommend approval of the application. Mr. Granger called the meeting to order at 11:00 A.M.

A Work Session to Receive the Annual Report from People Incorporated - People Incorporated is the County's designated Community Services provider.  Robert Goldsmith, President and CEO, will be presenting the Board with the annual report of People Incorporated. Postponed: Appeal of the Virginia Erosion and Sediment Control Program (VESCP) Administrator's Issuance of a Land Disturbing Permit for Wildcat Equestrian Farm, LLC to Authorize Clearing and Grading for a Dirt Trail, Barn and Paved Access Road (PIN 6976-49-8096-000, Marshall District) - The Appellant is appealing the issuance of a April 2, 2021, Land Disturbing Permit by the VESCP Program Administrator.  The property is located on the west side of James Madison Highway (Route 17), The Plains, Virginia.
 

Ms. Gallehr announced that counsel for the Appellant has requested this hearing be deferred and with the Board's concurrence she would add a resolution to postpone consideration of the appeal until the next regular Board of Supervisors meeting on September 9, 2021.

An Ordinance Establishing Early Voting Locations In Fauquier County For The November 2021 General Election - The County is required to establish early voting locations by ordinance prior to September 3, 2021 for the November 2, 2021 general election. The Registrar proposes the use of the Vint Hill Village Green Community Center located at 4235 Aiken Drive, Warrenton, VA and the Bealeton Library Branch located at 10877 Willow Drive North, Bealeton, VA. Early voting is anticipated to occur during the two weeks prior to the November 2nd election, approximately 10/18 through 10/30/21. (Christopher N. A Zoning Ordinance Text Amendment to Articles 3 and 5 to Update Regulations for Dealers of Companion Animals - The text amendment would revise the Zoning Ordinance to prohibit the sale of dogs and cats in a commercial setting. The Board of Supervisors initiated the text amendment on June 10, 2021.  On July 15, 2021, the Planning Commission recommended approval of the text amendment by a vote of 4 to 1.  5. A Resolution to Approve Special Exception SPEX-21-015267 - Callaway Classics Signage - An Application for a Special Exception to Increase the Allowed Signage (PIN 6969-69-6006-000, Marshall District) - The Applicant is requesting Special Exception approval to allow for additional building mounted signage beyond what the County's Zoning Ordinance permits by-right. The Zoning Ordinance allows for a maximum of 60 square feet of building mounted signage for this property. It also permits the Board of Supervisors to approve a Special Exception which grants an increase in total sign area of up to 100 percent, for a maximum of 120 square feet. The Applicant is requesting a total of 118 square feet of building mounted signage on the property, which includes three existing signs that were recently refaced and one new 30 square foot logo sign. The property is located at 8323 West Main Street, Marshall. On July 15, 2021, the Planning Commission voted unanimously to recommend approval of the application.
