The proposed text amendment modifies the County's existing Zoning Ordinance regulations related to Farm Wineries. The existing regulations and long-standing interpretations allow Farm Wineries to grow grapes, manufacture wine, sell and store wine and incidental wine items, and also allow the tasting and consumption of wine on-site. The existing regulations require Farm Wineries to secure special permit or special exception approval for events. The proposed regulations continue to allow Farm Wineries to grow grapes, manufacture wine, sell and store wine and incidental wine items and allow the tasting and consumption of wine on-site. In addition, the proposed regulations allow each Farm Winery to have two events per month by-right during regular business hours (up to 6:00 p.m.), provided there are no more than 25 ticketed/reserved participants, or in lieu of one of these 25 person events each month, a Farm Winery may serve food to the general public. Extended business hours (up to 7:00 p.m. and 8:00 p.m. certain times of the year) and one additional event per month limited to 150 ticketed/reserved participants may be authorized by Administrative Permit subject to certain limitations and standards. Larger and more frequent events for 200-500 persons can be authorized by Special Exception under the proposed Ordinance.
